Isn't it entirely possible that the guy on the tumbler link took it from HERE? I see DA art end up all over the place including wallpaper sites.
Also, as to the old man face--there's been enough changes to make it constitute original work by law. I doubt the artist traced. There's too much in their gallery that's good. And other DD's use bases. So even if the artist used the old man's head as a base--how is that any different?

It's not even a trace it's an edited on the original, like if you took a priceless Dali and drew over it and claimed it was yours.
That's why it's wrong. You're taking credit for other person's picture, doesn't matter how different it is from the original, the original isn't yours.
and the fact that this is not the first DD that has done this disgusts me to no end.
In short: Basing, tracing and recoloring ARE NOT OKAY - if you want an award, earn it 100% by your own merits.

It's hard to prove it hasn't been just traced though. My mother went through exercises in her art school in Germany in the 40's where they had to copy the masters paintings brush stroke by brush stroke. That included getting them to have the exact same brush strokes!!! (in the lay of the paint itself).
If the artist is good enough to have done the reproduction that exact--then kudos and they deserve a DD. However, unless we have a way to prove one way or the other there is only speculation.
However by law there has been enough change to allow for it to fall under the Fair Use Act. I think there has to be a certain percentage of the original picture that has to be changed to distinguish it enough from the original piece.
That said, I agree with awards given for your own work. DD submission groups won't even accept my colored pencil works for review because they don't fall under some mysterious standard. So I have no hope of ever getting one.

I thought something was a bit fishy when I saw the odd patches of black and grey that betray cutting and pasting. If this work admitted to being a stock photo mash-up, then it probably wouldn't have been a big deal
