It's mainly used by the government. Most French people don't care very much about this emblem. We stopped giving importance to Coat of Arms when we got rid of the monarchy.

That's a good question. As for old emblem a lot of french people find the Fleur de lys very good looking, but it can't be dissaciociated from the old monarchy and thus is judged unfit as an emblem of the modern republic by many.
Since the early 2000' the french government has adopted an emblem mixing the french flag, motto, and Marianne, which it use on most official documents, making it quite recognizable by the population.
