Tensions with the Romulan empire have been rising for some time now, after the Arkos V incident, and the skirmish of the Devron sector. So far Starfleet has kept this information secret, but it seems impossible to keep this on the dark if they want to reach a peaceful solution. The Federation needs to address the issue openly, and stop the madness before it escalates. After the war with the Dominion the Romulans were supposed to be our allies, but the crude reality of politics seems to be undermining that idea.

Romulan officials agree to a summit with Federation diplomats inside Federation space. The Atalanta and the Ascension are tasked to escort the Romulans and provide security for the summit. There is high tension between Admiral Deladier and Captain Chen, since they both have very strong opposite views on the matter.

Deladier is convinced there is a plot by Starfleet dark elements to assassinate the Romulans and start a war. But it is difficult for anyone to believe her, since she was in fact one of those dark elements until very recently.
