Yeah, it is chromatic aberration. Funny story with that particular plugin - originally intended to remove aberration from photos shot with a low quality lens or a mishap of light. Now it is mostly used to purposefully create a "faulty" image as to re-capture the look we're so used to seeing on photos and video. It's a small but neat trick, only if used sparingly though.

It's under Filter - Lens Correction and comes with the default PS package. Best used in small amounts and in blends.
