Obviously. The PAL version is the exactly the same as the Japanese version. Only difference being that the cars now have their European market names.
The American cars weren't left out. They were never included in the first place.
Capcom re-released the game in America and Japan under the name "US-Tuned" with a better physics engine and American cars. This version however, was never released in Europe due to the low selling numbers from the original.

was the handling physics worse on the PAL version, cause the American/Japanese version is too sensitive to even deal with. rubberbanding like it was nothing. i've been looking for the updated one, but i've no idea if it came out.

Yes. The original PAL and Japanese version are far worst than the American version.
In the original version, the cars feel heavy and have little movement. It is like driving a train on tarmac.
However, having played both, I'd say in the American version you can actually go around corners. Just, not too fast. In the original, you can't, but if you brake and turn at the right, you can go much faster around the same corners.
If you are looking for the best version of this game I would recommend the American version. Which was sold for the PS2, and later for Xbox and Gamecube subtitle as U.S. - Tuned.

i actually have that version in my PS2 library, wasn't easy to find either. they actually replicated the Corvette's engine sound to a T.
my favorite cars however were the RX3, DR30 and the Corolla TE21.
