That is... very highly impractical. She's a professional flyer, which means sleeker, more form-fitting attire would be useful. This is a very nice drawing, and the outfit looks good, but it would be more fitting for somepony who has a job that doesn't require high-speed movement through the air while performing dangerous maneuvers. Of course, this is if she's a wonderbolt in this picture, or if she's still the captain of the weather team. In that case, it's still not practical for her flight, but being the captain, I would expect that she would have had an office and had to fill out paperwork, and the uniform would fit for that.
