The only way to remove racism in a local society is either to let only one race dwell in there or rather to put different races on different ground by law. People who differ so much wold not be able to accept their equality and the balance will always swing sideways. It is caused by very  natural concept: if you look different, you should live different. Thus, legal differentiation between the higher and the lower race provide protection for both sides, because it is the adamant law, not the emotional, savage civilians who determine the status of man.
