The GM Elite was manufactured out of the years after the One Year War, as a sign of the Federation's strength (where in actuality, was stretched thin.) However, that did not mean the GM Elite was not a worthless machine. As a sort of forerunner to the Powered GM attachment, the GM Elite was merely a "beefed up" RGM-79 with various modifications. Still, the GM Elite was used to test new beam rifle designs (to be exact, those found on the Marasai and Gundam MK II) as well as a new sensor package mounted on the backpack, used for long range recon and tracking.
The GM Elite however, was only produced in small numbers and was eventually overshadowed by the cheaper GM Kai.

So, its a Quel? a GM Custom? its a bit of both actually...but to begin with, I wanted this GM to be a "Counter terrorist" GM...but, if you know your Gundam Unicorn stuff, Katoki's trumped me with the Jesta(er). But trust me, I thought of this...before...so he probably read my mind just kidding ^^
