They are staying the same because they aren't introducing new Pokemon, original Black and White was technically an incomplete game, they rushed it out due because of complicated reasons involving the Beta. So they decided, after some slight modifications (to avoid redundant plot) to make "sequels" which are really just the quality level the game was meant to be.
