I have no jurisdiction over giving permission to make cosplays for this outfit as the original costume design was created by nagimiso-san.

But that doesn't mean you can go an arrange the original costume for yourself!

On youtube I am part of a singing group called "Vocappend" We sing english dubs of songs and this is going to be for meltdown (obously xD)I will give you a link to our channel too

thank you for the information.
After very careful thought and consideration, I have decided that I would prefer if you did not use this particular illustration in your video.
There are several reasons for this, the main one being that the illustration was drawn almost two years ago mimicking the original artist's style.
Now, having said that, I will be more than happy to draw you a small avatar that you may use for this video(only). It will take me about a week and it will only be from the torso up, but if you are interested, please give me details as to the size and other preferences for the drawing. You have no obligation to this, and I understand if you would like to use another person's drawing instead.

Also, a pointer about using vocaloid songs:
The vocaloids should not be referenced as the original artists. Vocaloids are merely vocal software, and giving credit to them is the same as giving your drawing software credit for your drawings. The most common way that I have seen is to give credit to the composer. (i.e. in the case of Just Be Friends it would be Dixi Flatline)
It looks like most of your videos reference the original artist properly, but I noticed that there were some that did not reference the composer, if it referenced anyone at all. (I did not look at all of your videos, so Kokoro may be the only video with this conflict, but you may want to give your friends a heads up.)
