Why would you have the ability to give things five star ratings if you could only critique and not praise? I personally feel the 'critique' system is poorly named. The way it is designed it feels more like a review system which would naturally require more in depth discussion of the piece than a 'comment'.
Regardless it is up to the artist in question if they accept it or not. I'm not the person you should be commenting to if you don't feel it is in the right place.

There is nothing wrong with praise in a critique, I think that it is good to point out what they do well as well as what they did wrong. It is a review system but its supposed to help the artist improve.
Most artists will approve any critique if it is filled with that much praise.

Telling someone they did something right does help people improve. I know many of my artist friends genuinely appreciate being told they're heading in the right direction. Many artists I've come across lack confidence in their own art direction or skills, that little confidence boost of someone telling them what they're doing right can help themselves push down a particular style or route that perhaps they were just trying out for the first time and were uncertain on the outcome. In the end, praise is critique.

Praise is an aspect of critique, that I will not argue with you since I already said it was. All I'm saying is pure praise is not a complete critique. Its like half a critique which hardly counts.

You said the purpose of a critique on dA was to help the artist improve. I pointed out why praise can help an artist improve and if it does that then it is fit for purpose according to your own definition. As for whether a 'half critique' counts or not, that is purely subjective and I respectfully disagree.

Praise helps a person keep doing what they are already doing well, advice helps them improve on what they aren't doing well as well. It really is more helpful.

While having advice as well would probably have been better, I did not have any advice to give. I could see what was being done well, however, so I felt that needed to be highlighted. I think both are equally as helpful.

It depends what you were aiming for I guess. Did you want someone that well defined?
Hmm well thinking about it I can't help but feel the lower legs seem to be lacking a little in detail. Like the bangle/anklet on her ankle seems to be a silhouette and nothing more. It sort of works, although maybe it would take away too much attention if it was better defined. I don't know really. I suppose since it's digital art you could always experiment and see where it goes.

She certainly appears strong and I personally do not find her that muscular. Although I'm still struggling to understand why her top stays on.

I really like this, but I think it would look better if she didn't have anything covering her chest. I don't exactly know why, but I think the top is distracting.
