I really love the colors, especially the blues in the water against the greens in the grass.
I'm conflicted on the background. Part of my brain sees the simplicity of the grass and mountains as a good contrast to make the character, the flower, and the sky stand out more. The other part of my brain feels that the style difference in the grass throws off the flow of the piece.
The rainbow is nice but it appears to be too big, too solid (light really isn't a solid object), and too close. It almost looks like it's in front of the sky rather than in it, like a solid object that was placed across the background.
I have a similar problem with the darker outlines of the character and flower as I do with the background. It makes her stand out more but it's breaking the flow of the piece.
Overall this is very pretty. The layout and colors look very nice.
