Yeah, DA's notes system is disgustingly bad. It doesn't even have a way to mark a note as unread. So if you read it, and decide to reply later, it's impossible to remind yourself to do so.
To be honest, though, I'm not surprised. It's really clear that their web development team is incompetent.
