Well, that Pokemon movie is currently available for free on pokemon.com, so let me see...
(Starts at 31:00) ... Shoes on while being carried by Brock... Shoes on when she got off... (35:48) ... wow. We see her shoes off, but no socks laying on them. Either her socks are hidden off-camera (when I'm in nature and want to take a swim, I always put my socks inside my shoes), or she doesn't wear them.
(Reviews other sections of the movie)... This could be animation simplification/errors, but there are times in the movies (checked Lugia's as well, when she swims to rescue Ash) and anime where Misty's shoes don't have a white 'collar' above her ankle, and others when she does. (A couple frames in 15:00, for example, don't have white edging). The clip with her shoes off at the lake shows a white collar... Does she wear her socks then fold them over her shoes?
