Tito Mahenzerati is one of Atilo's puppet leaders in America. He was forced to be Atilo's third eye as well because Atilo didn't fully trust him in handling the cartel affairs, Tito was known to be volatile to his syndicates. He's kinda sad about it but he really idolizes crackyjuez so he didn't go against it. His family was ordered to move out from Voncaxia to spread the family's territorial power. Currently it's 2039 and the Mahenzerati and Rosencrats have emerged as two of the most powerful gangs in America. Surprisingly, the American-Voncaxians still have good control over their flawed shadow summoning, they use their skills from time to time.
The fatbitch ladybug is Kelsey. She kills people for biscuits.
The summons of the American-Voncaxian members are a little different. There are no beaches in the city, finding a natural water source for the summons is difficult. The blood summons are usually small and airborne creatures, so they can look for water by themselves without bugging the hell out of their owners. The summons are also really small and makes their Spanish and Censian relatives lol hard.
Tito is showing off his hands just like any other drugfagging lawyer. TRYING TOO HARD TO BE LIKE HIS BOSS.

I like the muted colours approach in this, and earlier Chaos pieces for that matter. I guess it all comes down to the colour theory behind it, which I never doubted you had.
