Since Mystic Topaz has a child-like appearance,I have two options her design fashion will be based on. Fairy Kei fashion or Lolita fashion. May look them up if you don't know which one is which

I actually didn't know about either before, but I've searched them up and I'll give you my thoughts about each.
Its fantastic that you've already got an area of attire you've picked out! Before you hear my opinion of each style you should keep in mind what Mystic Topaz would want to wear. What would be a comfortable outfit for her based on her personality and jobs?
Fairy Kei fashion seems to be cutesy and glamorous with pastel pinks and blues and other light colours. I could definitely see a childlike gem working really well with those colours, and the actual gem is coloured similarly. I think it would be a better choice if Mystic Topaz is a more whimsical type of character. If you do go with this style and you want your design to fit the show, just make sure you don't add too much colours or real detailed things. Perhaps just a couple pastel colours and a floofy skirt or something like that.
After looking at Lolita fashion, it definitely boasts more of a regal princess vibe. There's some really unique shapes in the dresses that you could incorporate, and much more deep, contrasted colours. If you go with Lolita a flowing dress with a pretty pattern should suffice. If Mystic Topaz is a little shy or quiet this might be a better choice.
Or if you can't decide, there's always the option of melding both together! You could have the pastel colours mixed with a more elegant skirt.
One more thing to keep in mind is choosing colours that match Mystic Topaz's skin tone. Keeping things more pale than high in contrast can help with this. If you look at the crystal gems for example, Garnet is not a bright red, nor is Amethyst a vibrant violet. And Pearl is not pure white. If you keep the saturation down on Topaz you can really make her pleasant to look at.
Β Also, now that we have an actual Topaz in the show, you could model Mystic Topaz to somewhat resemble her due to her being the same gem type. I made Clear Quartz a little taller and thicker for example because she is a quartz.

It all depends on what you want for her. I know that my friend didn't make a weapon for one of her gems intentionally, so that's definitely an option. If you do make a weapon, do some research on what it is (if its a real thing of course). If you can think of some made up weapon that would be even better! I actually find the gem weapon pretty difficult to design, because in the end there isn't really too much weapons to choose from. Even the canon characters are beginning to reuse weapon ideas with Holly Blue's whip and Aquamarine's water wings. However, not all gem weapons have to be, well, weapons. Wings, armor, tools, they can all work. And because you described Mystic Topaz as childish, maybe her weapon could be something playful like Smokey Quartz's yo-yo!
Keep in mind what suits her, and you should be able to come up with a great weapon. ^^ (or decide she doesn't have one)

Ah yes, that is an important thought, but I have a feeling that a missile-firing grappling hook still pretty tame compared to Aquamarine's wand (which isn't even her weapon so)!
What I'm saying is it should be fine. Maybe just have a limit of range for the grappling hook and keep the missiles not too powerful or limited in uses.

Yeah i guess it can still could work! She can only launch up to 5 missles and her limit range is fairly decent but it can't attach to mossy rock or branches.

Well, you could do something symbolical, or something a little more natural. I put Clear Quartz's gem on her chest because I have a clear quartz necklace irl. Or if you can't think of anything, just place it in an uncommon spot like a leg or arm. It makes your gem a little more average, which is this case can be good.Β
