It's not really about their onscreen time together, it's more about the potential they have, and their chemistry they have. Sasuke is completely and utterly honest with people, straightforward, and a little cruel, but he also is completely and utterly loyal to the people he loves, and he protects them with everything he has, something Hinata needs, since she doesn't have much confidence. When a compliment comes from Sasuke, it comes from his heart, and Hinata knows it's not empty words. Sasuke would protect her, and he would be completely honest about his love. Hinata would look up to him, as she does with Naruto, but it would be different. Sasuke could pick up on her feelings, and he would be able to return with with complete and utter honesty. He would be able to make her stronger, and would take care of her.
At least, up until when he killed Itachi...
