Now, I don't know if this is the style you wanted, but generally in Zootopia mammals just have dots where their whiskers would be if they had any... take Nick and Judy for instance:

(While foxes and rabbits in the wild would certainly have whiskers, these are merely represented by the three dots you will see on either side of the character's muzzle)
Apparently the animators at Disney decided that whiskers flopping up and down would be too much of a distraction for the audience and thereby take away from the character's emotion. But the "no whiskers technique" isn't new to Disney, you can also see it demonstrated here:
