They're Chinese Vampires, also known as Hopping Vampires. Dunno how deadly they are since the story mentions that their legs are bound. That's why they tend to hop. XD

I think it's the color of their skin. They turn an icy blue, which is what most people look like when dead for a long while. The images I've seen showed that they do have fangs, but I'm not sure what kind of powers or what knot they have.

Well here's the bio of a jiang shi:
Jiang shi isΒ a Chinese "hopping" vampire or zombie , is a type of reanimated corpse in Chinese legends and folklore. It is typically depicted as a stiff corpse dressed in official garments from the Qing Dynasty , and it moves around by hopping, with its arms outstretched. It kills living creatures to absorb their qi , or "life force", usually at night, while in the day, it rests in a coffin or hides in dark places such as caves

Most Jiang Shi are corpses who have died for a long time, and then brought back to life as vampires. So in a sense they are both vampires & zombies. But rather then drinking blood, they drain your life energy or your soul. Since they are re-animated corpses, their bodies are stiff, forcing them to hop rather then run or walk.

I based the image off some ancient art work of a Jiangshi. So I tried to get as close to that as I could.
I wasn't making a Lei-lei Chun-li.

I wanted to make her look like she was lifeless by giving her pale eyes.
But with such a small pallet to work on, I couldn't add the detail.

Well I I refrained from the red tunic that Hsien-ko wears, I also notice Hsine-Ko doesn't wear the beads (holds some kind of value).
So I tried going with the original design for Jaingshis. Pretty much Hsien-ko looked like this. Just with longer sleeves.
