He's not radiating any energy, as far as I know(a long time ago he had some regeneration powers in his power set, cause he's mostly based by Willy Coyote, and that character always regenerates himself by the magic of cartoons, after every hit/fall/blow-up/etc, and I thought that was to over powered for a caracter that really needs to lean about how to be a caution being), because I usually use warm colors to reflect that radiation of energy in the outline, so black outline works better for character for me, but in this case, it's you who draws him, and I think that the line color should be your choice.
