everyone (except for the guys on the bottom) are next to a replacement of them. E.G. Hun replaced Krang being the 2nd in command. Theres going to be a big fight to see who's better, with the others (who are not replacements) just sitting, eating popcorn, enjoying the view. Never send replacements with ex-henchmen as partners on a mission or else this would happen every day.

The City of a War arc is famous story arc in original TMNT comics and the 2k3 cartoon. After the death of the Shredder the Foot clan went into chaos causing an all out civil war. This story would introduce Karai who would put an end to the conflict.
