First off, it is a whole lot better than the first digital artwork I did.
But there are a few things in my opinion that you could have done better.
just remember that these are suggestions, and that you could go against everything I say and still make an amazing piece of art.
first is a simple thing, but you will have had to look into color theory at some point to know it, and it is that when shading anything, you should make darker areas a slightly cooler hue (closer to blue) and brighter areas a slightly warmer hue (closer to yellow). the difference does not have to be huge, but if there is not a difference, it can leave objects feeling a bit flat.
the other thing is that if you are going to use cel shading (google it if you need an example of it (and yes there is only 1 l in cel)) don't worry about the fine details in the hair. While it can be made to look good, it takes a lot of time and work. it's the kind of thing that can suck away an artists confidence at the beginning. So I say just worry about getting the major details of the hair to start off with.
The last thing is the line work. It looks a lot like the pencil lines. The nice thing about digital art is that you can quickly and easily make smooth and and sharp lines with ease. I can imagine that if you are using a mouse and ms paint, it can be a bit difficult. So just try to take advantage of the fact that digital tools can be more accurate than physical tools.
The next part is not about the art piece itself.
If you are using ms paint, than I would suggest getting something else. But before you do that you need to know if you want to make bitmap images or vector images (vector images will have to be exported to bitmap images to be uploaded to deviant art) here is a video about vector graphics www.youtube.com/watch?v=W2xknX…

if you want to animate you will need a program to animate.
I know of two.
Synfig and Adobe Flash
if you want to make 3D art or 3D animations, I know of one program for both of those
Blender.

yeahyeah, but i'm aware of all you're saying, i have a wacom tablet and even SAI. But i don't have the energy to be honest

I do that when I don't have the energy to draw, and it helps me get it back.

I made this when I had no energy to draw something of my own design, and it taught me a new tool in inkscape allowing me to create my style of drawing and cementing inkscape as my go to tool for making vectors. (and I use that tool a lot in every single drawing I make.(also, illustrator dose not have it))
