Just a little exchange of a good for services rendered. The officer in the picture had a problem he couldn't solve on his own so he hired Venatrix to deal with said problem. He doesn't have the money to pay her directly so he exchanged a piece of cyberware from police lock up. A piece of cyberware she wants very badly.

Synthetic Combat Consciousness. In game terms it lets the character go into bullet time. Like using jet in fallout or well anything else that slows down the world.  In story terms the chip was developed for the military. Effectively it's a secondary subconscious entirely devoted to combat. It leaves out all the fluff like remembering to eat, the desire to mate and well a lot of other stuff and is only meant to be used for short burst. Unfortunately some soldiers used it a bit more than they should have and bad things happened.

If they're found with it? An operation to have it removed and a prison sentence. Outside of combat it doesn't serve any practical purpose except maybe for avoiding being ran over by a bad driver. And even then a person using a SCC to dodge such a vehicle is liable to shoot the driver before they even realize what they're doing. The social skills people use for general interactions is another thing excluded from the chip.
