It's not. That's a winch truck, it's not a tow wrecker. You'll see these used a lot in oil fields, remote construction sites, and you might see one or two of them in an old fashioned logging outfit. Mobile cranes, knuckle boom style cranes, and stinger crane attachments have pretty much replaced these trucks and made them obsolete.
