Your world's Sheo isn't the same as Arzakh's.
I don't know how much you know about Oblivion, but in the game Sheo's portal opens maybe two days after the player escapes the imperial prison. No invasion, just invitation.
He does this because the Greymarch is coming, and it will destroy everything, forcing him to recreate it. Arzakh never went, her path went elsewhere, and no other champion arose even after several years, hence Haskill's remark that they're running out of time.
One could possibly argue that Sheo's acting like an utilitarian, knowing that if the gods-chosen hero can't stop the Greymarch, everyone in the Isles will die. But I think you and I both know that this Sheo is being more than a little selfish and got tired of waiting.
Trust me, Arzakh is going to have words with him when they finally meet.

Being mad is a requirement for most people to enter the Shivering Isles, and you'll see what happens to those who aren't later, but Tamriel's hero is often a special case in these things.
I'm honestly not certain how this will end yet. The way Arzakh developed over these past two years threw my original plans out the window.
