Eggman captured Espio and erased his memories before force the Phantom ruby on him
his mistakes with infinite is to let infinite with his rage and his past
this time he didnt let Espio with his past and he use him because he's one of Sonic's friends, Sonic will hesitate to hurt him too much
and the advantage with Espio, is that even if the Phantom Ruby is powerless, Espio will be able to fight
he have a ship that force him to obey, so even if he get his memories back, he will obey
