He seemed pretty evil at the end of Sonic Chronicles, but it ended before any fights. Now we'll hope he'll be evil once the sequal comes out.

Robotnik and Bowser are in the same boat, pretty much.. In most of the recent Mario games, Bowser was just comic relief (he was cool in Galaxy though..) And in most of the recent Sonic games, Robotnik is pretty useless (wouldn't call him comic relief though.. But he was competent in Sonic '06, at least.)
