A chipper man with a love for family and community, but frayed at the edges with a tinge of tiredness and muted desperation. Imbued with a sense of duty and responsibility, he makes for a loyal and hardworking individual, if not an insistent one. With a fondness for simplicity, calm days, and blue skies, he’s always been more than happy to coast along as long as he has the pleasure of good company. Easily amused, easily appeased, with a mirror image of a gripping need for control and affection.
History:
Kelly was born and raised by a simple lower-middle class fishing family from Massachusetts. Nothing spectacular, nothing different than the numerous of other boys who were raised to eventually take up their family trade. His father taught him well, and being family oriented Kelly took every chance he got to master whatever skill thrown his way to make his dad proud--as well as secure their livelihood.
Rope, knots, swimming, sailing, fishing, baiting, hooking, descaling, gutting, cleansing.
Good customer service. Interacting with their market square and the locals was always his favorite, next to being out at sea.
Around the age of 16, little ticks and titters of noise grew ever-present, when he made mention his family chalked it up to the “ocean” stuck in his ears.
But it wasn’t that.
Kelly continued to grow into a strapping young man; personable, friendly, warm hearted and welcoming. His family knew their son would end up with a fine young woman in no time and well on his way to starting a family of his own--weren’t for a string of heartbreak.
Once, twice, thrice.
But it was never them, it was always him. Something that made the others seem--not enough. Never the love he wanted, never the love he needed. He was searching for something he couldn’t find and it wrung him dry from the inside out.
During one particularly unfortunate date, a woman he was sure would be able to love him if only he tried hard enough, got her to see proper--announced that she could no longer carry on with their relationship.

By the docks, he tried to keep her near and held her wrist just a bit too tight--but there was a scramble and a scurry, a trip over barrels and crates as she ran, and he threw a heavy fishing net over to catch her.
She was being unreasonable.
Lack of balance and too much momentum made her crash, down into the bay, the ropes dragging her under like a descending cage. She looked to him for help and pleaded, mouth filling with salt water as he stared back and didn’t move.
She looked at him as if she loved him, her eyes so full of need.
But before he could react, she was gone.
She swam away.
Turned into a mermaid, proper.

His father soon found out, dragging up the valuable net along with the woman’s bloated corpse and Kelly explained--who’s word would a parent take? Dead man tell no tale, afterall.
Not long after, he decided it best to move overseas to Britain, both for the family trade and to protect Kelly from suspecting authorities. Or perhaps it was the ghost of her that haunted them both.
Things continued as they did in Massachusetts, except now Kelly was socially ostracized moreso for his American mannerisms. No matter tho, he always had the sea and the lullaby of the ocean in his head to accompany him to sleep. Even with the clash of nationalities, Kelly was still able to pursue and be pursued by love and lovers--but it all ended the same as the last one, a moment stuck on repeat.
Only difference now was that he kept their bodies in a cove by the shore, strung up on rope and hook, like the evening catch in the fishery.
Without much delay, with worried parents and other rampant crime sprees going on, British authorities were quick to suspect and suss out Kelly. Promptly arrested, interrogated--a death penalty was certain were it not for his delusional reasoning of “love”, which earned him a bypass to GodsGlaow Asylum.

MAIN ABILITY: WATER/CONTROL
Level I- Ocean’s Fog [Disorienting mist that obscures vision, incites visual and auditory hallucinations akin to being lost at sea, and hinders movement. This ability is limited by distance, victims can escape the mist if they run far enough from the source/Kelly.]
Tier 1- Mist can fill a 25ft x 25ft space// Envelop up to 5 people including himself
Tier 2- Mist can fill a 100ft x 100ft space// Envelop up to 15 people including himself
Tier 3- Mist can fill a near infinite amount of space// Can essentially cause an entire field to be enveloped in mist, or for example the entire floor of an asylum i.e hallways, open rooms
Level II- Against the Tides [Water Manipulation. This ability is limited by availability of water.]
Tier 1- Can control small amounts of internal/external water sources i.e water shooting out of sinks/pipes/tears/sweat
Tier 2- Can control larger amounts of external water/ redirect internal water and cause victims to choke and or/ expel fluids from their orifices i.e mouth, eyes, ears, etc
Tier 3- Water encapsulation// can engulf someone in water and cause them to drown, or bleed someone out completely.
Level III- Caught in the Current [Puppeteering//This ability works on humans/creatures who have water as part of their biological makeup. This ability is very draining for Kelly and can be broken if he’s injured/distracted and is limited to water-based lifeforms i.e will not work on Rock-based Grimoras.]
Tier 1- Immobilization for up to a minute, person retains full awareness.
Tier 2- Can make someone perform a simple task/ Prolonged Immobilization up to 5 minutes
Tier 3- Can control up to 3 people and have them perform moderate-advanced tasks// 1 person for up to 5 hrs. This does not extend to mind control, person still retains full awareness and free thought.
