Naw, naw the Chell cosplayer just happened to be sitting on the bench while I took the photo because it was a Valve gathering (Valve is the company who made Team Fortress 2, Portal, Left 4 Dead, Half Life, and other games). The Tanks really killed Bill in the storyline :,(

Well, it IS male Bill, but the cosplayer is a woman who is crossplaying (meaning to cosplay as a character who is opposite of your gender)
