firstly, I could say for manga, it's all about the story... as long as you have a good story, the art doesn't matter.
if you really want to improve your art though... I can only say 3 things...
1) watch as much anime as possable
2) carry a sketch book around and draw stuff w/o looking at it
3) try doing some tracing for practice, it will help you get proportions, eyes, ears, hands, feet and shadows much better. I would recomend tracing the work of professionals too, in stead of fan artists. fan artists tend to be more stylized and professionals (though they have their own styles) are more basic; wait to develope your own style once you have the basics down pat

well what really happemed was the jewel was in the soft pallet of the mouth on Deidara's chest, so the wound is still there, just he closed the mouth so I didn't have to draw it over and over
