That's an interesting comparison. So the sky that looks like that in Austria means the weather is about to change for the worse, yes?
It's a novel way of involving elements with each other. (unsteadiness) But you might need some background knowledge of Austria's weather to get the full meaning.

Branches and so on from the last two years. It's a tradition in austria to burn a fire on easter.
