I really suck at reading Traditional Chinese, but I think it says something like this:

"The day is so dark, the wind is so strong. Dad (it has "went fishing" crossed off) went on a mission. Why has he still not come home?"
Literally, from right to left, "Day so black, wind so big. Dad  (fishing) task go. For what still not return home." 

Don't trust me 100%, but I think that's the gist of it.
