I have a feeling that Renet isn't a Time Lord (or "Time Lady" to be more accurate), she's just an apprentice.
She lied to the Turtles about it because they never met her before, and she thinks it'll be more convincing to tell them that so they can help her retrieve the time scepters (and not look like a fool to herself).
Plus in the one image when Mikey first saw her....I think he was staring at Renet's "top-hourglass"
