For this piece I used photoshop cs6. I also use frequently use Paint Tool SAI (which is awesome and a lot cheaper). I also hear Krita is a great program, it's free too.
My tablet is a Wacom bamboo fun, a refurbished model: Amazon link
I got it for 20usd from Craigslist. Really, I'd recommend any Wacom tablet model.
