Cell in Oozaru(great ape) form!
Much of his dna is made up of saiyans, and he has a tail so...why not.
Learned how to create an artificial moon while in hell.
Unlike true oozarus, losing his tail does not cause him to loose his transformation.
Cells power level before being killed was about equal to ssj2(super saiyan 2), so his transformed state
should be ten times that. I don't know if that is greater or even close to ssj3,
since i have no idea how power levels are multiplied in those forms.
Now...CELL SMASH!

While the idea is interesting, I'm with magshi, I doubt the computer would let Cell have the necessary genes in his tail to go Oozaru, it'd just be too risky, and while due to Vegeta's cells he might be able to control himself, it's not a certainty, besides, the idea of Cell 10X stronger than before, not a pleasant concept. Granted, he's kinda screwed against Vegeta and Goku, heck, even Ultimate Gohan or Gotenks would probably be able to lay a beating on him, though due to Cell's nature, they'd have to take him out fast before he can come back from near death much stronger than before. Too risky, I say.

As entertaining an idea as this is, cell most likely does not posses the ability to transform into a great ape. Remember that, during cell's creation, the computer had complete control over what genetic traits from the host DNA were and were not implemented in cells genetic code. Considering cell would likely not be able to control the great ape transformation causing him to berserk. Although lopping off the tail would stop the rampage in most normal cases, remember that cell has piccolo's regenerative abilities, his tail would regenerate seconds after it was cut off, keeping cell from reverting back to normal. Cell would never be able to achieve perfection permanently stuck as a great ape, so gero's computer likely removed that genetic trait from cell's makeup.
