SCP is a series that has a lot of paranormal and supernatural things such as The Sculpture (a very popular SCP), Plague Doctor, The Broken God, TONS! And yes, The Clockwork Virus (SCP-217) is an SCP as well.

No, it's a designation for anything supernatural, be it an object, person, place or event. SCP stands for Secure. Contain. Protect. The SCP Foundation itself is a series of creepypastas describing these things as if they were documented in real life. Kinda like Area 51: The creepypasta edition.
