Wow! Those water effects look impressive and the scene overall looks quite lively! This is especially so due to the motion of the surface of the water and all the bubbles everywhere. I can imagine that the dragon just jumped into the water and it's all splashing around and bubbling due to that. The contrast of the blue background against the red dragon and brown puffer fish is nice too, and they both stand out well. I like the dragon's pose in the water and how its fur looks all floaty and stuff.
The only think I can really think to critique is that the watery highlights you've given the dragon's skin are so faint that it's difficult to even notice they're there...! (I thought there weren't any at first until I looked more carefully. Unless they AREN'T there and I'm just seeing things? o_O)
Those being more prominent and perhaps even having some bluey-green shading on the dragon would make it feel even more like it's in an underwater environment.
But overall, it's very well done!

As for your crit, the only thing I can say is that they showed up much more in PS!! All the colors sort of dull when I post them, so i guess the relfections don't show up as much... oh well!

This is so cute! The breaking of the water is well done. That left foot being a tad too small, but other than that I adore this ^^

This is gorgeous, I love the surface of the water!
The only critique I'd give is that the right foot (on our right) looks a little small. In terms of perspective, if that leg is coming out at us, that foot would be closer - and therefore larger looking - than the other foot. At the moment they're about the same size.

i like the pose with his legs i have been meaning to colour a picture i have similar to this, except my puffy fish is alot fatter and you cant see the top of the water, love the detail.
You puffer fish looks very relaxed like 'ha look what i can do,' and the dragon is like' pshhh big deal so can i........
