Hand-drawn on MS Paint. Its a microhero. Microheroes are a form of pixel art I've been doing for several years. I take a basic body temp (a bald, featureless body essentially) and make the hair and outfits for the characters by hand. Pixel-by-pixel if I have to. It can take a fair bit of work to get them looking right.
