Based on Orson Orwell, aka Super-Brat . Made in Heromachine 3.

Oliver "Ollie" Orwell was a typical eight-year-old kid from Betancourt, Ohio, happily causing harmless trouble to amuse himself. One summer day, while hiding out in his attic after dropping a fake spider on his babysitter's head, he found an old red cape in a steamer trunk. An avid comic book fan, he tied the cape around his neck...and found himself hovering near the ceiling.

Realizing that his find gave him superpowers, Ollie would later take the codename Super-Brat after someone referred to him as such. Strapping a pair of welding goggles over his face to hide his identity, he set out to do what any kid would with superpowers: mess with people and get revenge on the schoolyard bullies.

A cherry-picker was needed to unhook Noah Fletcher, Cody Calderon, and Rafael Savage from where they had been hung up on utility pole hooks by their underwear. Cody would go on to become the supervillain Night Terror, joining the ranks of Super-Brat's rogues gallery. Rafael Savage, the younger brother of Summer Savage (aka Ballbuster) would give up his bullying ways to become Replicator, aiding his fellow parahumans against his wayward sibling. 

Despite being a prankster, Ollie was never a bad kid and chose to use his gifts to protect the innocent and bring the guilty to justice. It was inevitable that Ollie's parents would discover what their son had been up to. Despite the boy's initial fears that he would be forced to stop fighting crime, Mom and Dad were not angry and understood his reasons for keeping his vigilante activities from them.

Harold and Diana helped Ollie put a new crime-fighting outfit together, adding in their combat helmet and visor to protect his son's cranium as well as his secret identity. Fighting evil was not an easy job, especially for a nine-year-old boy. Luckily for Ollie his parents were always there when he needed them.

Ollie soon discovered that he no longer needed his cape to use his parahuman powers, and passed it along to PHAROS for study, as it was discovered to possess minute traces of sargassite, marking the cape as an artifact from the Super Sargasso Sea.

He put it on and found he could fly. Like many para-humans, Ollie also gained a healing factor. Given enough time to rest, he could recover from injuries that would put ordinary humans in the hospital or six-feet-under.
Status: Active Exemplar. Not a threat to society, but his youth and inexperience could prove dangerous until he learns to fully control his para-human abilities.

Ollie's a sassy little punk that doesn't like being told what to do (typical American boy), but he's got a heart of gold. Chief thinks Ollie will go on to do great things, as long someone is there to guide him and teach him right from wrong. Harold and Diana are more than capable of that.

Thanks. I figured Mr. and Mrs. Orwell put 2 'n 2 together and figure or find out that Ollie is a parahuman. One or both of Ollie's parents were potentially in the military and retained some of their old gear, hence the modern camo soldier helmet and visor. I think that a superhero could easily inform those they trust of their secret identities, in Ollie's case Mom and Dad. It doesn't have to be a total secret. Lot of stress and pressure dealing with that, like having to make things up and lie, and the fallout from it once your identity is discovered.

That makes a lot of sense. Ollie's parents would be a good support for him especially when dealing with the stresses of crimefighting.

Yeah. I figured one of his grandparents might have owned it before him. If if gave them any parahuman abilities, they were likely different. Depends on the person.
