I've never read the Hunger Games, so I don't know how this matches up to the character, but it lookspretty damn good.
The features are all very well done and porportioned, and I like the way you did the shading, particularly on the lips and the eyes.
The combination of the position at which she holds her head and her facial expression (particularly in the eyes and eyebrows) gives a strong sense of determination. I also get an undertone of fear for some reason, though I don't know if that was intentional.
The only thing that bothers me in this one is the shading on either side of her eye. It sort of looks like dirt to me
