I guess the gun in his sheath is part of the polygon from which it's modeled on. So I guess the gun that Fox uses just appears on his hand although he appears to draw it from his pants.

I think so. Cuz really when you're working with 3D models, you have to make things look practical by having the characters look as if though they're drawing their weapons from their pants or from their backs.
