He is ebon pact (maybe other places as well that is just where I saw him), you can ask him three lies, then he says he will speak later. I don't remember him from skyrim but I have meet him twice in ESO. I encountered him at the camp just past the deshaan entrance near the anchor, and some where in deshaan.
Wish the nails had been a different color but nice art.

He moves all over, actually ports himself if you turn around and walk away a bit. He is in all factions and has been in every Elder Scrolls game so far.

I never thought I'd say this but M'aiq looks kinda shady. That expression combined with him rubbing his hands like that make it look like he hired the Dark Brotherhood on me, or some private contractor. Or maybe he put a little more nightshade in the skooma than normally and is waiting for me to start convulsing so he can snatch my money (and calipers) and leave quickly.
