i think the border is a bit too overpoweringly big.

well basically it works like a graduated filter. you take multiple pictures of the same scene with different exposure levels. then combine them all to make one perfectly exposed photo in both the dark and bright areas.
with this shot here, i think a graduated filter would have been enough to bring out the detail in the clouds and also the detail in the foreground.

Great work... this is a really nice capture, I love the soft focus and the exposure's great. The composition's spot on too.
Some suggestions I have are to crop the cloud cover at the top since it's a bit monotonous and boring, and the underexposed bottom off so the bottom bank of the river is at the left bottom corner, as a result you'll have a stunning panaramic picture in my opinion!
As to fixing the underexposure, what you can do is a HDR with photoshop, which is pretty much taking two identical shots with different exposures and blending the desired portions in the shop.
Very good work though... keep it up!

Well seen and beautiful capture. Sun rays are always beautiful!
I might suggest that you either decide to expose the foreground or choose to silhouette it completely. You could do this by using photoshop to select the area of the foreground and boosting the curves/exposure (click control+u on windows).
