Now, this is something you think you'd see a lot of. OCs together with canon ponies. It adresses a kind of basic wish that a lot of bronies and pegasisters have - the wish that we could enter into direct communication with the pony world.
Except I've just searched deviantART for such pictures, and they're not as common as I thought they were. So, if you think about it, this picture is actually a lot more original than you might give it credit for.
What about the technique? Well, it's not the same - or, more germanely, as developed - as that of the show. But that doesn't mean it's not good. In fact, it's definitely on the upper half of the quality scale. One thing I would mention, though, is that Rarity's magic could be more of a continuous aura, rather than just a few sketchy sparks.
Let's talk about the subject matter. We have one of Rarity's outfits from Sweet and Elite (I'm not sure what subculture, if any, it belongs to, so I'll unprofessionally overlook that aspect), and an OC, coming originally from Equestria Girls. Now, that kind of tickles me. Equestria Girls is, after all, about ponies becoming human, so reversing that process is quite a neat idea. And as a bonus, the OC's character fits pretty well with this incarnation of Rarity. Not to mention she's attractively designed without being too obtrusive.
So. All in all? I like it, and I think other bronies and pegasisters probably will too. There are a few minor details that could do with some work, but practise will sort that out. Thank you for sharing this with us.

I do admit the magic was harshly done, as I was in a rush. XD As soon as I uploaded the picture in a haste, I had to run off somewhere.
And also, to be dead nitpicky, there's a spot of transparency missing from my OC (Lonnie Lona's pony counterpart's) cup handle. XD

You're welcome! The spot of non-transparency was so small, I missed it... not to mention that I wasn't looking for it in the first place.
As a piece of advice, the dA community can generally wait for its art (unless, of course, it's something you've been announcing). I know that I often upload things right after I finish them, but I do allow myself the time to read through what I've written or let it wait until tomorrow.

I'm wondering how you did the gradients in Rarity's hair? It looks as if you used a pattern and "clipping grouped" it on to a coloring layer, but MsPaint is no a layered program.

What I did was scribbled purple in strips carefully changing the tone, then you drag the lineart over it and get rid of the excess.
