I have a theory, the reason why the Japanese never shot him with a crap load of tranquilizer or something smart is because, they received financial support from other nations. They could use that not only against Godzilla but they could just put that right in their treasury. And what was the creature that was helping humanity, Mothra, what did they do? Try to catch it.
