The coloration is not so hardly that it looks;
all you need is Photoshop CS and the Burn- and Dodge Tool.

haha yeah, i think it's just remembering what buttons to press and how to layer things properly, and patience mostly! i've not yet managed to get a nice, clean, cel-shaded style unfortunately >.>
