It's related to the (supposedly) upcoming Meet the Medic video. They're scattered all through out certain servers (or something. I have NEVER seen one in game... yet.) But there have been screenshots released from the video where Medic is surrounded by doves.
And apparently, the doves in-game explode when you attack them. C4 doves, can you imagine?

Baw, C4 doves. Maybe they're cameras? The administrator may be using them to spy on Medic, since there's one in every map, and that's how we get the footage for Meet the Medic. They're set to explode to lessen suspicion. LOGIC PREVAILS!
Anyways, maybe the doves are meant to be a joke about how the Medic generally doesn't fight. You know, doves of peace, etc. That may be Valve's way of lessening his depiction as a semi-psycho-Nazi. I can't wait for the release

I think it's that, and I think the dove also has something to do with medicine. I have no idea. I'm not the most peaceful Medic, myself, so I can't say it directly applies to me, lol. I can't wait for it, either. SO EXCITE
