actually, there not dogs at all. entei is based on the mighty lion, raiko the saber tooth tiger and suicune is based on a mythical japenese creature, the quinn.

I always saw them as dogs. Suicune's snout is longer and more doglike, the same with his thinner physique and smaller paws. I understand Raikou being a tiger, and SOMEWHAT as Entei the lion, but I mostly think Suicune, at least, is a dog.

yeah, even i thought suicune might be a dog. it looks like one. but when i checked bulbapidea it said its based on a variety of mammals, but mostly the Qilin, a magical Japanese creature with the ability to walk on water, purify it and is known to be a powerful and peaceful creature. The crest on Suicune's head roughly matches the description of the beast's antler's, though it is speculated to have been purposely reshaped to resemble the female sign. of course, i also agree that suicune resembles a dog but i hope the info helps
