From what I know, chibis do have proportions.
The size should be either two heads or three head lengths. (my style is the two head-lengths proportion...or at least that's what I try to make it look like)

I thought the point of chibis was to not force it.
Draw the body however you want.
Sometimes it ends up 3 head lengths, sometimes it ends up 2 head lengths, sometimes it's not even a chibi anymore but more of a semichibi.
Relax a bit, and just draw.
Don't try to force a certain style.

That's a good advice, but when I tried to draw chibis without a certain proportion rule, it ends up looking like a really small fullbody instead. OTL

Lol. No, semichibis are my attempts at nonchibis.
It never works out so I just end up trying to fix by making it stubbier and trying to pass it off as a chibi. XD

I think what determines something as a chibi or non-chibi is the body size and shoulder width.
Chibi: big head, small body
Regular: smaller head, larger body
Your work can pass as both chibi and non-chibi.
