I miss watching anime like this... those were the days..
I love how they look because it really looks like them, you have drawn the clothes really good as well. The way you did the hair this time looks really good as well.
I love the Sweet Spirits as well, I think they they are your best Chibis ever they are really cute ^0^

The way you drew hair this time is really nice. Much better than before. 9/10

Eyes 9/10
Arms are still slightly weird/bony/something but other than that, you are getting closer to greatness.

I wonder what the eyes would look like if the bottom light had different shape. A bit wider and sides going slightly up.
I also wonder what they would look like if soft black/shadows were around the insides of the eyes (not affecting the brightest lights).

You could try using darker colors mixed with those lighter colors you are using now. Just a thought. Don't ask me how, you are the artist.
